Where investors are making money in Cyprus now: tourism beyond the classic resorts

Cyprus is giving investors a fresh and very practical signal: the state wants to expand tourism beyond overheated coastal locations and beyond the short summer season. On September 10, Cyprus Mail reported that the cabinet approved five support schemes covering Kato Pyrgos, conferences, foreign sports teams, rural experiences and Christmas villages. On the same day, the newspaper showed that Paphos airport handled 2.67 million passengers in January–August 2026, up 31.8% from the previous year.

Where new demand is appearing

The largest targeted package is a €1.5 million scheme for hotels, tourist accommodation and leisure businesses in Kato Pyrgos Tyllirias. The programme will run from 2026 to 2028 and can cover up to 85% of eligible improvement costs. Separately, four schemes were approved for 2026–2029: conference tourism with an annual budget of €150,000, attracting foreign sports teams with an annual budget of €400,000, workshops and gastronomy formats, plus €640,000 for Christmas villages in 2027.

Why this matters for property

For an investor, the key point is not the subsidy itself but the direction of travel. When the state supports conferences, sports, rural tourism and winter formats, it is trying to create demand outside the short summer peak. That supports apartments, small hospitality formats, short-let houses and service real estate in locations where the season used to be weaker. This type of demand often appears before prices fully reflect it.

Paphos confirms the flow

The second figure strengthens the picture. According to Cyprus Mail, Paphos airport handled 2.67 million passengers in the first eight months of 2026, compared with 2.03 million a year earlier. That means growth of 31.8% versus 2025 and 23.9% versus 2024. For the property market, this is not abstract statistics: passenger flow means tenants, lifestyle buyers, service occupancy and interest in locations close to the tourist route.

Investor takeaway

The opportunity is not only in the obvious places such as Limassol or central Larnaca. The stronger logic now is to catch demand before it becomes mainstream: Paphos, tourist villages, mountain and rural destinations, and properties that can work beyond the summer season. The best filter is a combination of real guest flow, visible infrastructure and a government programme that extends the season.
