Two-Thirds of Cyprus Off-Plan Home Sales Are Below €300,000
Cyprus’s new-build housing market recorded a clear expansion in activity during the third quarter of 2026. According to Cyprus Mail on October 20, 1,956 sale agreements were registered for apartments and houses under construction or at the planning stage, with a combined value of €606.4 million. Of these, 1,267 transactions, or 64.8%, involved homes priced below €300,000. For investors, this is a practical benchmark: market turnover is being driven not only by premium property, but also by homes within a budget accessible to a much broader buyer base.
Where demand was concentrated
Limassol maintained its leading position by capital volume, with 599 agreements worth €245.3 million, representing 40.5% of the market’s total value. Several local areas showed particularly strong activity. Registered sales increased by 47.3% in Limassol city and by 69.8% in Germasogeia.
Paphos increased its share by transaction numbers, from 12.8% in the second quarter to 17% in the third. Paphos city recorded 96 sales, compared with 79 in the previous quarter. Larnaca posted the fastest growth among the leading city markets: sales rose by 74.6% to 124, with a median transaction value of €205,000.
What buyers are choosing
The largest price bracket was €200,000–€299,999, with 545 sales, or 27.9% of the market. Another 418 transactions involved properties priced between €150,000 and €199,999. The average apartment transaction was €269,217, while the median was €214,500. Houses were more expensive, with an average of €478,138 and a median of €380,000.
These figures are not a price-growth index; they describe the mix of completed agreements. However, the structure of demand helps identify which product may be easier to resell or rent. Buyers should compare a specific district, property type, budget and future competition rather than rely on an island-wide average. Conclusion for investors
The quarter’s main signal is that liquidity is concentrated in affordable and mid-market housing, while location remains decisive. Limassol attracts the largest capital volume, Paphos is gaining transaction share, and Larnaca is rapidly increasing sales. A rational strategy is to focus on compact apartments with a clear target audience in areas where demand is already confirmed by registered agreements, not merely by developers’ future plans.
