€75m Paphos District Upgrade: A Signal for Property Buyers
Approximately €75 million is planned for urban-upgrade and local-development projects across Paphos district. According to CBN on 6 November 2026, a €3.4 million project has already been completed in Geroskipou, while additional works are being promoted in Kouklia, Pegeia and Latsi. For property buyers, this is not a promise of automatic price growth. It is a practical location signal: better public spaces and district development can strengthen the appeal of a specific area.
What has been announced
The Paphos programme forms part of a broader plan. Projects worth a total of €3.5 billion are expected to be approved by September 2027, with implementation scheduled to begin on 1 January 2028. Of that amount, €2.5 billion is intended to come from European funds and €1 billion from national resources.
More than 75 projects with a budget exceeding €230 million had previously been presented for Paphos and government-controlled areas. They cover public spaces, road safety, mobility, environmental improvements and local development.
Locations worth monitoring
Geroskipou sits close to Paphos city and the coast, so improvements to its central area may support demand for both permanent homes and rentals. Pegeia attracts international buyers and resort demand. Kouklia combines coastal access with proximity to the airport, while Latsi offers a smaller-scale coastal market in the district’s north-west.
Investors should monitor execution rather than announcements alone: budget approval, tenders, the start of construction and completion dates. Current opportunities can be reviewed in the Cyprus property catalogue and the dedicated selection of Paphos properties.
What to check before buying
District upgrades do not compensate for an overpriced property. Compare the price per square metre, title and planning documentation, access to key destinations, future competition from new supply and a realistic rental rate. It is especially important to distinguish funded works from long-term proposals that may change or be delayed.
Investor conclusion
Around €75 million of planned investment makes selected Paphos locations more relevant for monitoring, particularly before all improvements are completed. The sound strategy is not to buy a headline, but to select a well-priced property with identifiable demand and resale liquidity.
